<3 Samurott and for the last EV's it kind of depends. Unless I'm doing my math wrong, with those speed ev's you should be able to outspeed base 80's that aren't invested, whilst the HP investment just makes you slightly more bulky.

I don't really think quick attack is worth it on Cobalion, he doesn't get STAB from it and unlike Terrakion, only has a base 90 attack.
