For Tyranitar, I have that EV spread exactly. I might think about changing Togekiss and Salamence. Remember that in Diamond, Scizor doesn't have Bullet Punch. He gets that in Platinum. Oh, and Tyranitar is Shiny.

Finally, a place where NFEs are viable! Some of them, at least. I agree that Dragonair could be a force, shattering things with STAB Outrage. Bronzor might be a Wall, maybe.
