I'm not sure about you're first question, but as for the second, you can SR for IV's, but it's impossible to get a shiny Reshiram at this point. The game performs a check, and if Reshiram would be shiny, it re-rolls. The same applies to Zekrom and Victini.

No, according to the above link, even having your boxes full and catching Reshiram or Zekrom later in the game, it's still impossible for them to be shiny.

Yes, as of now, it's impossible to get a shiny Reshiram, Zekrom, or Victini legitimately.
