I would make Rotom Timid to be able to outspeed Scartran, but your team doesn't really seem to have a problem with Heatran thanks to Blissey and Tentacruel. Timid Rotom also allows you to outspeed Jolly Max Speed Gyarados after a Dragon Dance, while Modest does not, but I don't know how many...

They look good to me, the defense looks a little low but I can't see 16 defense mattering too much when the biggest threat to Salamence is Stealth Rock.

Not allowed. Edit: Apparently they let you bring it in the Battle Tower, but it has no effect. I just assumed that since the Battle Tower receptionist said (IIRC) Soul Dew can't be used, that they wouldn't allow a pokemon holding it.
