I think the first pure flying in the game being an Eeve would be a little weird. I mean, if they're to make a pure flying, do a completely new Pokémon!

Yeah, great idea. This could also be used to activate certain events when you pass by a route, like a path opening if you have enough badges.

Being able to join the rockets would be awesome :D But then multiple save slots would be necessary, as it would suck to have to restart do try the other paths.
