    Never use a Slowbro in Uber that didnt have Surf. Main set should be Surf > Amnesia > Rest > Twave. Twave is the last move since its the one you drop for other options. Ice Beam is definitely an oo. Mono-Ice bro is awful bad but Surf + Ice Beam as a late game cleaner have a lot of potential...
