Very good point. In fact, I think that the idea of Miltank and Tauros being counterparts is more fan-based than with counterparts that are clearly meant to be counterparts. After all, other than the fact that they are both bovines and have exclusive genders, doesn't make them true counterparts...

I think he has a fairly decent chance at evolution, even if Miltank does not evolve. I mean, counterparts have gone their separate ways before. Scyther got Scizor while Pinsir stayed in the dust.
