I think you should run 248 HP / 252 Atk / 8 Spe on Scizor. 248 HP EV's cut Stealth Rock damage. Max Attack EV's are a must to hurt things as much as you can. The rest of the EV's are dumped in Speed to outspeed minimum speed base 65's.
