Just one thing about the top set- Even if it has a dragon resistence, most things carrying dragon moves pack a ground move, don't they? I was under the impression that nearly every rayquaza set included EQ, as well as most physical gira sets.

I hardly think that much can set up on lugia when it has access to whirlwind.

The basic premise of offensive play is to either continually batter the opponent with strong attacks or to set up a sweeper and sweep as much as you can. Is there a similar, basic overriding premise to stall?
