Are you looking in the Poketch? It should be in your bag. It's a Key Item, and you're supposed to get it automatically. I don't think it's possible not to have it.

You mean to catch all the Sinnoh Pokemon? Because if you mean you need to complete the Sinnoh dex in order to unlock the National dex, you're not missing Yanmega and Froslass, as you can't even get them before getting the National dex.

If you tried to create an atmosphere on the moon, it wouldn't work since the moon doesn't have enough gravity to keep the gases from floating into space. I guess you can contain this "atmosphere" in a dome or something, though.
