    I never stated otherwise. I even recommended using a 401 hp spread. That post was about whether or not 400 is the leftovers number or 401 is the leftovers number. 401 is superior overall, but 400 gives the most recovery out of the hp ev's, which is what a leftovers number does.

    I was RNG'ing for a method 4 magikarp with an old rod and that didn't work. RNG reporter either gave the wrong frames or the game does a weird jumping back and forth. What puzzles me the most though is that the same save state gives so many different results.

    I'd prefer inner focus for rachis, but both of them are situational on that set. It's not possible to determine a superior ability, both works, but in different situations.

    Multiscale seems redundant with life orb, it will deactive after one hit. I suppose that it could work for setting up the agility, but saving multiscale for that would limit the use of the pokémon to late game. I'd recommend either changing item (lum, lefties?), or ability.
