I think the only time that Dragon Pulse isn't an OHKO is on spreads with a little defense. I know all of the ones I've faced that only had 4 HP or 4 Def/SpD got OHKO'd with Dragon Pulse. My Heatran is Mild though, so that little bit might give it that little extra kick.
