No sleep clause, 1hko moves are not banned. Smeargle is also limited to moves from pokemon 1-491, which means Dark Void smeargle will be legal.
Smeargle with Dark Void, Lock On, Sheer Cold and something else I suppose... or DT for that extra amusement.
