Unless I'm grossly misunderstanding the way this is calculated, Garchomp's ever-increasing usage is directly linked to a slowly shrinking OU pretty much by definition.

Completely right. A lot of people have been throwing around "correlation is not causation" lately as a defense every time someone suggests that two things are linked, but the reality is that
sometimes those things are actually linked. Like in this case, in which it can't reasonably even be argued against.
