I wouldn't say we lack a "solid" userbase, just a rather small one. Statistics tend to be more representative of the actual metagame if they have a larger sample size (ie Smogon University). With X-Act's OU list, I don't really see anything that seems strikingly unusual or unexpected (ie. No OU Absol).
It is and it isn't. On one hand, it represents the fact that with a small user base, teams being used over and over have a larger effect on the metagame. However, people almost never use the ladder anyway, compared to Smogon. I usually see nobody on the ladder, for hours at a time sometimes. So its not an accurate representation of the metagame when the statistics are biased a lot. This isn't to say they aren't accurate in a sense, but they're just off a bit.
