Here's an explanation of how the EVs are created.

Here's what Doug's stats say, first of all:

DougJustDoug splits EVs into 7 categories:

Max (252)
Very High (200 to 250)
High (150 to 200)
Medium (100 to 150)
Low (50 to 100)
Very Low (0 to 50)
None (0)

The average EVs for each of the above are 252, 225, 175, 125, 75, 25 and 0 respectively.

My program converts the Doug's text above like this:

HP EV: 225*0.932 + 252*0.068 = 227
Atk EV: 0*0.976 + 75*0.024 = 2
Def EV: 75*0.951 + (0+25+125+175+225+252)*0.049/6 = 78
SpA: 0*0.953 + (25+75+125+175+225+252)*0.047/6 = 7
SpD: 175*0.83 + 0*0.17 = 145
Spe: 0*0.915 + 175*0.085 = 15

Then each EV is rounded downwards to the nearest multiple of 4, and we have the first prototype EV spread:

HP: 224, Atk: 0, Def: 76, SpA: 4, SpD: 144, Spe: 12

These EVs rarely add up to 508, however. Sometimes, they add up to more than 508, and sometimes to less. In this case, they add up to 460.

The algorithm now distributes the remaining EVs evenly with all the EVs that are 12 or less, ending up with what it displayed in the file.

The main reason then that SpA is given 4 EVs is:

and the 'Other' could have been Max or Very High. Of course, it could have not been those either, but, since we cannot know for sure, we must cater for them as well.
