For Pre evo I think it should get at least 1 or no pre evo. For the name possibly Dragohm or Nimbus(yes previous submissions) or probably something simple like Voltiogon... Just my suggestions ...

EDIT: I like GT's suggestion, supporting 6 - 6'11'' ft.
