Perhaps it is because I tend to train too many pokémons, as you pointed out, but I've always been underleveled against that Raticate, who frankly, would still be a tough fight for an even leveled bulbasaur. The thing has evolved, is faster and packs a stabbed 80 base power move that can flinch your ass.

That said, the trainer also comes after Mt Moon, which means after you've been through the whole dungeon. You are bound to hit him with a very fatigued team. No doubt in my mind, it is the hardest trainer in the game and by quite a long shot. Moreover, if you've noticed, he's been toned down majorly in the remakes.

Besides, who cares about the 'easiest way' to beat the game. The easiest way probably is using your starter all the way through, it insures you to be overleveled to the very end. I remember my brother doing that with Blastoise, but what the hell is the fun in that?

And I did pick bulbasaur.
I remember this guy. Ya, he was really, really hard. But I would say he was not the hardest trainer because it is OPTIONAL to battle him. The hardest, most over leveled trainer in RBY that you HAVE to fight has to be Gary, at the entrance to Victory Road. Even power levelling right before fighting him cannot get you to those types of levels. Plus, if you chose Bulbasaur, he packed an Alakazam and an Exeggutaur. I always had so much trouble with those two.
