Helping Hand can be useful if for some reason TR isn't up and your TR user is gone. Priority attacks aren't going to be doing much unless you're trying to finish off something you've Endeavored but I've never been in a position where I pulled off Endeavor on the last turn of TR but somehow the low level Pokemon survives to pick off something in the first turn of regular speed.
The only other move types I can think of that could be remotely useful would be moves that hit both opponents and incapacitates them for the turn if you're in a pinch. Something like Dark Void or Twister hax from Togekiss.
Am I wrong to assume the 2 filler moves are highly situational at best and really don't matter 99% of the time?

For the most part, those two moves are filler that don't matter most of the time. They are there to help plug some hole that appear every now and then. I used Foresight and Follow Me. Foresight helps deal with Pokemon with Double Team and no damaging moves and Follow Me helps deal with Turn 1 OHKO attacks. Other moves you can use are Fake Out and Rain Dance/Sunny Day (to deal with Snow Cloak/Sand Veil).
