Apology for the double post, but it's worth it for the bump:

I have done much testing, and every single time I have attacked a Pokemon with the ability Poison Hand (translated in the list above as Poison Skin) with the attack Spark, it has poisoned my Zebra thing. I did this 50 times, every time I was poisoned. This seems to mean that Poison Hand has a 100% chance of inflicting Poison. It can also be confirmed that it is regular poison, not Toxic poison.

*EDIT* I just seem to have shitty luck when testing things. It just didn't poison me.
