Okay, Ziggy the Growlithe, let's take this guy down. Now, this guy is fast, so use Flame Wheel to get in close. Once you get in close, hit it with a Will-O-Wisp to build up damage. Then hit him with another Flame Wheel.
Flame Wheel > Will-O-Wisp > Flame Wheel
