I'm not too sure on that myself but it I'm going on the basis that it follows in game mechanics.
Will Powers slowly lifts his head off the ground ready to begin a new assault, but Turtle is still faster - perhaps no great achievement, but nonetheless the tiny shroom manages to get in a fierce fist under the jaw of the barely standing Steelix. However, during the
Draining nature of the
Punch, the attack actually pulls the monstrous pokemon towards his attacker, putting him in prime position to clamp down with a
Fire Fang*.
Shroomish weathers the blow and in response delivers a second blow from his other "hand", another
Drain Punch sapping at Steelix's health. Enraged, Will Powers attempts to strike Turtle with his hefty
Iron Tail. Unfortunately for him, an Iron Tail is just that; it's long, heavy, and generally doesn't agree with gravity; Shroomish finds little challenge in avoiding the cumbersome attack.
After that, things seem to go into slow motion... or so it seems. In reality, the attacks each Pokemon decides to use are amongst the slowest in their respective arsenals, and with both competitors being slow to begin with it seems like minutes before Turtle's Focus Punch finally connects witha hefty whallop. Steelix is knocked about, but at least he manages to use the momentum of the attack to boost the speed of his own Dragon Tail, sending Shroomish Flying across the room (and he spent so long getting there before) and straight back into its ball.
