Dobby: Good stuff. Nail Hermes with another Ice Beam, then Charge. Close with a Thunderbolt on Heracles. If either Pokemon uses a physical attack on you on actions 1 or 3, change your action to Counter (one time at most) and don't move any other actions around.
Severus: Sweet. First, Disable Heracles. Then use Shadow Ball, also on Heracles. Wrap things up with a Hypnosis on Hermes.
Summary:
Dobby: Ice Beam Hermes -> Charge -> Thunderbolt Heracles (switch to Counter if either uses a physical attack on 1 or 3)
Severus: Disable Heracles -> Shadow Ball Heracles -> Hypnosis Hermes
