I've seen several Salamences in doubles, and the only problem with them is that they're easy to take down with faster dragons (especially Latios), or with an Ice Beam / Blizzard.

I hadn't considered HP Flying as a secondary stab, but I could see it being a surprise factor against pesky Fighting and Grass types. Effin Whimsicott and Amoongus.
