Why is this though? As has been said before, Smogon is
first and foremost a competitive community; if people wanted to know what Pokemon learns what move from just one specific generation then they can look at sites like
this and
this for that information. If the moderators have a reason for this not being so, then all these complaints about certain Pokemon not having a certain move can be eliminated.
While we're on the note of moves from a previous generation, though, let's talk about GenIII learnsets (
I'm not sure if this has already been called to attention, so forgive me if it has). Through Pal Park, Pokemon which learned a TM or tutor move from the third generation could be transfered over to the fourth generation. Thus, even if a Pokemon didn't learn a move in the fourth generation, it could still have the move even in the fifth generation if it learned it in the third generation.
