I think Palkia would benefit from not being choiced as it gets pseudo STAB in the sun. Being able to roast steel types while not being locked into something that can be used as set up fodder helps to keep momentum going as opposed to -try to- revenge something, opponent switches into a resistance, then you switch back to counter/wall. If we are supposed to play without hazards on their field, it doesn't help to switch a lot unless really necessary. Reshiram itself should not come to the field more than twice. That's my opinion anyways. Also bear in mind that we have two dragons already and most likely Groudon (sun) so a steel type might be useful to soak up Dragon attacks. Steelceus or Heatran come to my mind.
