You can't revenge scarf Kyogre (kyogre will KO you with almost no investment in rain) and bulky 252 HP / 252 Def or even just 252 HP Kyogre (like some specs sets) are NOT 2HKOed. You can't revenge scarf Zekrom, you can't revenge scarf Palkia, you can't revenge non-scarf Terrakion, you can't revenge Rayquaza, you can't revenge Kyogre... Like I said, anything that resists fire is not revenged as it doesn't have enough power to rely on his -otherwise good- coverage moves.
