Submitting Chikorita for High Tier

-Availability: Starter
-Stats: Less-than-perfect, but still good
-Moves: Decent, learns nothing but Grass and Normal moves by level up, and little else by TM
-Power: Average, nothing special
-Type: Grass-type is useful against the abundance of Water-types in the game
-Match-ups: Struggles a ton against many gyms, including Falkner, Bugsy, and Morty. Also fares poorly against Team Rocket members. Still, good enough to beat most normal trainers, and is useful against Pryce's gym (despite being a Grass-type). Nothing too great in Pokemon League, being almost useless except for KOing a select few Pokemon. Also useful for Misty and Brock in Kanto, but it struggles against Blaine and Janine. Becomes a lot more useful with Earthquake, but there are better candidates for the TM.
