I really think that the fact that it's a starter alone makes it at least mid-tier. Sure, it is the worst starter ever, but it's not THAT bad.

Anyways, if you'd rather re-do it yourself, then of course go ahead. I just wanted to weigh in on it, and say that it definitely doesn't deserve Low tier
