If you're concerned about Rotom-W you could use Dragon Pulse instead of Ice Beam.
Dragon/Ground is only resisted by Skarmory, who is just going to Whirlwind you anyway even if you had Ice Beam.
Ice Beam is overall better though, since the current metagame is full of ice-weak pokemon.
