If it's endurance you want, just use Swampert. It's much more warranted than Lapras in an OU environment. However, if you want an all out special attacker, once again, Starmie's higher Speed, SAtk, and instant recovery all trump anything Lapras would do. Making Lapras significantly bulky (read as: making sure it doesn't get 3HKO'd by Swampert Earthquake or Salamence Hidden Power Flying) requires it to lose out on offense, in which case its 3 attack set is no longer as threatening.
Starmie also gets an advantage mentioned earlier:

I have found most people don't even expect this set. It seems that almost everyone expects the Rapid Spin set and when they feel safe that I don't have a third coverage move, they get smacked. Since speed is absolute in ADV without boosting, it makes a great revenge killer against faster threats.
