I have already fixed Deoxys' learnset. The client has not been updated so the Teambuilder shows it as illegal; however, it allows you to battle with it.

Jirachi is faster than Hassamu (Scizor), yet it gets leftovers recovery second. Another example here:

The foe's Hassamu used Bullet Punch!
Gengar's substitute faded!
Gengar used Focus Blast!
The attack of Gengar missed!
The sandstorm rages.
Gengar is buffeted by the sandstorm!
The foe's Hassamu restored HP using its Leftovers!
Gengar restored HP using its Leftovers!

This may have been because scizor used priority that turn, but the faster pokemon is not getting leftovers first. Then entire log can be found here.
