A single Toxic can render Lugia useless. Steel types arent even affected by it taking Ice Beam or Dragon Tail with impunity, especially FORRETRESS. Who can set up its hazards on Lugia. SR also makes it hard to run multiscale, as a +2 E-killer wins against 75% lugia. The only thing in this metagame that it really hard-walls is rayquaza who is falling in usage.
