Try looking at
http://www.smogon.com/forums/showthread.php?t=3467154. PPRNG is pretty similar to RNG Reporter just menus look different so most of the concepts should carry over. Basically the only way of getting perfect shiny Pokemon in Gen IV is to abuse your ID/SID to be shiny for that specific spread. So say you want a good Hidden Power Fire Timid attacker PID 53671DFA is probably what you'd look for and you'd want to abuse for an ID/SID combination which makes that PID shiny.
