Go by officially supported Smogon servers for it, I guess. If Celebi was always banned on Smogon servers (not actually sure of this myself; I haven't been around
that long >.>), then it has no OU presence in GSC for the purpose of this :/
Also, moving this along to #5-7, which I'm guessing will most likely be filled out by 3 of our current frontrunners (Starmie, Suicune, Skarmory, and Celebi~)
