Rotom-C is good under normal team building conditions and is usable for this challenge; just saying. Idk why people are insisting there's no good ways of dealing with bulky waters while it's around.
Also lol cim... Rotom-H doesn't get Flamethrower. Im sure if it did it would make the top 30 in usage every month.
