Scarf Breloom it outspeeds and can spore or OHKO it Bullet Seed: Icicle Spear: 207-246 (65.92 - 78.34%) -- guaranteed 2HKO. it also is useful for sporing other fast threats that don't expect it.

Also running less speed is an option (unless you wanna outrun +1 lolvire/speed tie other scarf lando-t) you can drop it to
244 spd EVs to outspeed scarf Heatran or
224 sp EVs to outspeed +1 Adamant Dragonite and put the rest in HP. the bulk is probably negligible though.
