Small semantic point: they haven't been unbanned--they're being *retested.* Unfortunately, RU has too small a playerbase to support a suspect ladder.
The difference is somewhat trivial if you assume that the sims are the end-all-be-all, but if you play on Wi-Fi (or for tournaments), I would consider them still banned until the end of testing.
