Because that could be interpreted to mean virtually no attacks allowed to having virtually any attacks allowed (since so few moves use ears and eyes directly in attacking). Also, unless the "not requiring eyes or ears" ends up being REALLY restrictive, the 7500 poke penalty for every 3 faints is rather low, almost trivial, especially later in the game. I think a more substantial penalty is in order (though I'd rather not forever lose the use of my scramblemon).

Ok, after second thought on that restriction, there aren't enough moves that work for it to really make it work.
Instead, Pinball may never learn moves with perfect or 100 accuracy (although obviously this restriction doesn't apply until you have other options). Also, change the 7500 poke restriction to 7500 times the number of times Pinball has run out of lives. Have fun!
