Personally, I'd have to go with Manaphy, as it's basically the only Poke here bar Excadrill (who's immune to all but burn) that can reliably rid itself of status (though it has to be in rain). All the others will probably die from Toxic damage before they have a chance to sweep the opposing team, especially if Protect or Subsitute or whatnot is utilized by the opponent. However, this plus is totally negated in any other weather condition, and Manaphy is rather prone to revenge killing, so a close second for me would be StallTwo, as Substitute and Recover can basically stall out anything (as long as he has enough PP) and therefore is immune-ish to debilitating status.
