itt we learn that Champion Steve has yet to master the art of Skill Swap

Skill Swap is actually a great move on Pokemon whose abilities affect the entire field (in Singles). This includes auto-weather abilities, No Guard, Cloud Nine and Damp. Other abilities are nice to Skill Swap as well - Simple (versus Contrary 'mons), Normalize, Defeatist, etc.
