They are weighted towards the lower damages. You are more likely to get one of the lower damage rolls than the higher ones. Unless that has changed since gen 4.

You might be aware of scramble challenges. Well I want one for Fire Emblem 7. I want 12 names not including the Lords to have as my squad. Feel free to give me restrictions on top that in a scramble challenge like way.
