If it's going to be completely random then things like doubling up in STAB or even not using all the 4 moveslot become an option.
Some examples:
Snorlax: Body Slam, Mega Kick, Earthquake
Lapras: Surf, Blizzard, Ice Beam, Thunderbolt
Zapdos: Thunderbolt, Thunder, Thunder Wave, Drill Peck
Mewtwo: Psychic, Blizzard, Thudnerbolt, Fire Blast
