I'm glad to see Snover up in RU, I don't like hail in NU so I think we will see a much more balanced tier. Cinccino is another poke I won't miss, but Absol, Amoonguss and Emboar (without reckless) don't seem RU for me.

In the other hand, we get Stoutland and Roselia. I don't think we will see the first one so much, but Roselia is another story. We get a very useful spiker in a tier without decent spinners, so I see more stall coming.
