In Black2/White2 the same guy is there (it's mistralton cave) but at the start of the game, the route east of floccessy town there is a guy who just says "I will teach you the harshness of life", so it the guy in mistralton cave teaches you the same as the hiker early on AND the difficulty of Pokemon battles.
