Even gamefreak has to play by some semblance of rules, and they know that a skarmory evolution just wouldn't work. Please look up the evolite page. Notice how many nfe pokemon become far more viable when evolite is added. Skarmory is 65/80/140/40/70/70. With evolite, it is 65/80/210
/70. That's a pretty huge difference. In fact, it's far more than the boost chansey gets. It already is in ou. Since gamefreak still needs variety in its tournaments, this just can't happen.
