Can't be. People have picked that game apart and analyzed every bit of code in it. There is no Mew by the truck. The truck is an easter egg, but that's all there is.

The Truck is the source of one of the most persistent rumours in all of gaming history. Exactly how the rumour is told varies, but the stories usually agree that you have to move the truck somehow (this is impossible) and Mew is underneath it (it isn't). Variations of the story (I remember a fair few of them myself) includes catching all 150, beating the Elite Four 20 times in one day, levelling a Caterpie to level 100 using no Rare Candies, performing the MissingNO. glitch, defeating/catching the Ghost in Lavender Tower without using the Silph. Scope, and talking to Brock 1000 times until he gives you "Super Cut" so you can move the truck.
None of those stories are true, though. Either, you were playing a hacked version of the game, where the creator had added Mew to the truck as an easter egg, or you remember wrongly. To say it again,
there is nothing special about the truck except from it being there.
In FR/LG, GameFreak gave you a cookie for finding the truck, though. A Lava Cookie lay on the ground next to it. A trainer in one of the later games says "There is nothing underneath a truck... except maybe a Muk?" as a reference to the rumour.
