Are you kidding me? Rayquaza is one of the best pokemon in the game. One of the best if not the best wall breaker in the tier. Not to mention a good counter to sand teams and Swift Swimmers and Clorophyll sweepers (although they're rare). Can OHKO Ferrothorn in the rain who is one of the most anoying pokemon who just won't die. It's defenses are rather good than bad. Just saying it can do much more than just sweep with the DD set or SD set, Rayquaza can run so many sets very viable at that it's not even funny. Very deserving of being on the top 10 most used Ubers and can fit on any team.
