The WPNC is what I thought was the problem at first as well, but when I decided to take out the synch and see which frame I was actually hitting, it turns out I WAS catching the right one, because I caught a Bashful Terrakion (with the IVs I want so I know that hitting the seed isn't the problem). Have you tried different amounts of PID advancements to confirm you're actually hitting the right frame? For example, instead of going for the shiny frame on 107, have you tried going for 106 to see if you get a Naive? 108 to see if you get Relaxed, etc.
