Since we're in France, maybe anarchists ? They want to shut down the Elite 4, and all the arenas. They want the legendary to cause Chaos, so they can beginning everything anew.

One idea who would be really great is an evil team who control the Pokecenters. Just think about it. They can collect data on every pokemon. They can keep them as much as they want. And the PC Boxes are made by their leader.

In regards to a team based off loki - Loki is famously the trickster god, and that could work with the chaos/anarchist theory, but chaos for the sake of chaos doesn't seem that fun to me. Although I admit, an anarchist team could potentially be hilarious, and breath of fresh air from the self righteous team plasma!
I said earlier that the new team could be comprised of and or be lead by pokemon themselves. And actually, mewtwo and genesect in the new film could partly be there to remind us that there are pokemon out there who were treated badly by humans and want liberation/revenge. Though, Its not very norse...
But if we wanted to combine the ideas of a criminal team of pokemon with norse mythology: loki was a half ice giant who's soliders were his animal children. So they could have a new ice giant looking pokemon who is served by snake and wolf pokemon (mirroring Loki's children, the fenrir wolf and jormungandr the serpent), that could be kinda cool.
